Abstract

The Legislative Decree NO./8/ 2007 that governs the investment in Syria, is considered one of the latest and the most important legislative decrees that govern investments in Syria.

 

This Legislative Decree is intended to motivate the establishment of  different manufacturing enterprises, particularly  small and medium size enterprises, which don’t require big investments. However, in reality the results of this legislative decree were unsatisfactory.

يعتبر المرسوم التشريعي رقم /8/ الناظم للاستثمار في سورية، الصادر عام 2007، أحدث وأهم المراسيم التشريعية الناظمة للاستثمار في البلد، وبكافة جوانبه، الصناعي والزراعي والخدمي ... الخ. وقد كان يُعوَّل كثيراً على هذا المرسوم بالنسبة لتحفيز إقامة مشروعات صناعية خاصة بأنواعها، صغيرة ومتوسطة وكبيرة، وخاصةً الصغيرة والمتوسطة التي لا تحتاج رؤوس أموال مرتفعة مقارنةً بالكبيرة، والتي تُشكِّل (وبالتحديد الصغيرة) الغالبية العظمى من مشروعات القطاع الخاص الصناعي، إلا أن النتائج الفعلية الحقيقية للمرسوم المذكور بشكل عام كانت ضعيفة بالعموم، ودون المستوى المأمول بكثير.
