Abstract

This study sheds the light on the beginning of the emergence of diwans (bureaus) in the Islamic state in general, and sub-diwans (the sub-bureaus) in Palestine Jund from the Islamic conquest to the end of the Umayyad state in particular . This period witnessed the emergence of sub- diwans in Palestine Jund ,            importance to Jund and to the administrative because of its apparatus as the study proves .If the main diwans resemble ministries today , the sub- diwans resemble the directorates of this ministries . Although it wasn't directly referred to by the Islamic historical resources and modern references , the study points out that there are evidences of the existence of this diwans in Palestine Jund , such as : diwan of letters, Jund ; and mail .
