Measuring and evaluating performance in public sector economic institutions - a case study of the general organization for Tobacco in Lattakia

Abstract

This study aimed to find out the extent to which the economic public sector institutions in Syria are committed to measuring and evaluating their performance, in order to determine the level of this performance. Where the focus was on defining the modern methods used to measure and evaluate the performance of economic institutions. Then determine what are the methods used in measuring and evaluating the performance of the economic public sector institutions in Syria, through a case study represented by one of the most important of these institutions, which is the General Organization for Tobacco. In order to achieve the aim of the study, 123 questionnaires were distributed to the workers of that establishment, and they were analyzed using the SPSS program. This study produced several results, the most important of which are the following:

1-The absence of a clear scientific method used by the economic public sector institutions in Syria to measure and evaluate their performance.

2-The institutions of the economic public sector in Syria depend almost entirely on the old traditional methods in measuring and evaluating their performance.

3- The best method for measuring and evaluating the performance of the General Tobacco Corporation is the administrative re-engineering method.
