Abstract

The tremendous progress in means of transportation and communication between peoples in today’s world and the connection of interest between countries necessitated opening borders for the entry of foreigners and granting them the right to reside, enter and leave. While the foreigner was deprived of the right to enter a number of countries, this right has become entrenched in international norms and conventions, and each country has the freedom to decide  The special rules of its internal legislation to regulate the entry of foreigners and prevent them from entering if their presence on its territory constitutes a threat to public order with its three meanings: public security, public health, and public tranquility. However, the freedom of decision-making to determine this is not absolute, and since the issue of determining the status of foreigners is considered one of the issues within its jurisdiction.  Internal affairs of each country. Syria has devoted itself to the issue of regulating the legal status of foreigners through several laws and rules concerned with regulating the status of foreigners present on its territory.
