سياسة دعم المشتقات النفطية في سورية وأثرها على الناتج المحلي الإجمالي خلال الفترة بين 2005-1995

Abstract

The government support of various kinds is considered one of the most important means and methods used by state to achieve justice in the distribution of income, especially , in developing countries , which use the support to achieve the economic growth , taking into consideration that the government support forms a large proportion of public spending , mainly in the Syrian Arab Republic . During the years of the study , it was noticed the evolution in the size of government support , especially spending on Petroleum products . This shows the willingness of the state to use the spending on support to achieve the economic growth , increase the domestic product as well as to improve the standard of living . Therefore ,it was necessary to study the evolution of the government support size in Syria as a result of its importance and its role in the process of improving the standard of living ,especially that we have done this research in order to check if there is a common integration relationship between the support the Petroleum products and the GDP . The research concluded that there is a balanced long-term relationship between the support of Petroleum products and the GDP in the Syrian Arab Republic during the period of study . And through depending on the causality test for Grander, we realized that there is a causal relationship in one direction from the domestic product to the support of Petroleum products. Based on the error correction mechanism show us support oil derivatives for any change or shock in the GDP variable response يعتبر الدعم الحكومي بأنواعه المختلفة من أهم الأدوات والوسائل التي تستخدمها الدولة لتحقيق العدالة في توزيع الدخل, ولاسيما في الدول النامية التي تستخدم الدعم لتحقيق التنمية الاقتصادية على اعتبار أن الدعم الحكومي يشكل نسبة كبيرة من الإنفاق العام ولاسيما في الجمهورية العربية السورية . لوحظ خلال سنوات الدراسة تطور حجم الدعم الحكومي ولاسيما الإنفاق على دعم المشتقات النفطية, وهذا يظهر مدى رغبة الدولة في استخدام الإنفاق على الدعم لتحقيق النمو الاقتصادي وزيادة الناتج المحلي بالإضافة لتحسين مستوى المعيشة . لذلك كان لابد من دراسة تطور حجم الدعم الحكومي في سورية بسبب أهميته ودوره في عملية تحسين مستوى المعيشة ولاسيما أننا قمنا بهذه الدراسة بهدف اختبار وجود علاقة تكامل مشترك بين دعم المشتقات النفطية و الناتج المحلي الإجمالي .و توصلت الدراسة إلى أن هناك علاقة توازنية طويلة الأمد بين دعم المشتقات النفطية مع الناتج المحلي الإجمالي في الجمهورية العربية السورية خلال فترة الدراسة بالاعتماد على اختبار السببيّة لــــGrander , تبين لنا وجود علاقة سببيّة باتجاه واحد من الناتج المحلي إلى دعم المشتقات النفطية واستنادا إلى آلية تصحيح الخطأ كما تبين لنا استجابة متغير دعم المشتقات النفطية لأي تغير أو صدمة في الناتج المحلي .
