Abstract

هدف البحث إلى التعرف على دور الإجراءات الجمركية في تحسين الأداء في مرفأ اللاذقية، في ظل الظروف الراهنة التي تمر بها سورية؛ وذلك كما يتصورها العاملون فعلاً بالتخليص الجمركي في مدينة اللاذقية. اعتمد الدراسة على المنهج الوصفي التحليلي، واستخدمت في جمع البيانات استبانة وزعت على عينة مكونة من 24 مخلص جمركي، يعملون فعلياً، ولديهم مكاتب للتخليص الجمركي في مدينة اللاذقية في عام 2016. تناول البحث دور الإجراءات الجمركية المتبعة في مرفأ اللاذقية في تحقيق ثلاثة معايير للأداء، وهي: إنتاجية المرفأ، وحماية المنتَج الوطني، ورضا المخلصين الجمركيين عن هذه الإجراءات. ومن أهم النتائج التي توصل إليها البحث: 1- لا تسهم الإجراءات الجمركية المتبعة في مرفأ اللاذقية في تحسين إنتاجية المرفأ. 2- لا تسهم الإجراءات الجمركية المتبعة في مرفأ اللاذقية في حماية المنتَج الوطني. 3- لا تحقق الإجراءات الجمركية المتبعة في مرفأ اللاذقية رضا المخلصين الجمركيين عنها. وفي ضوء نتائج البحث، قدم الباحث جملة من التوصيات، التي يمكن أن تسهم في حال تطبيقها، في تحسين أداء المرفأ؛ وذلك فيما يتعلق بمعايير الأداء الثلاثة، السابقة الذكر. The research aims to recognize the Role of customs procedure improving of Lattakia's port In Syria's current circumstances, That is, how the clearing agents in Lattakia envision it. The researcher depended on the descriptive, analytic method and it used a questionnaire for 24 customs clearance which they have customs clearnce offices that actually are running in Lattakia since 2016. The research incloses the role of the current customs procedures which are applied on Lattakia's Port in achieving three standards: Port Productivity, protecting the national Product, Satisfacation of theclearing agents with these procedures. The most important findings of the research are: 1. the customs procedures currently used in Lattakia'sport don'tcontribute in improving thePort'sproductivity. 2.The customs procedurescurrentlyused in Latakia'sport don'tcontribute in protecting of national product. 3.The customs procedures currently used inLattakia'sport don't satisfythe clearing agents. In light of these results the researcher suggests some of recommendations which can contribute, if applied,in improving the Port'sproductivity andthat isrelated to the threeperformance criteria mentioned before.
