دور الخدمات الحكومية الالكترونية في تحقيق القيمة المضافة للاقتصاد السوري

Abstract

تناول البحث دراسة الخدمات الحكومية الالكترونية كعامل مؤثر في توليد قيمة مضافة للناتج المحلي الإجمالي. وبينت الدراسة أثر الخدمات الحكومية في الناتج المحلي الإجماليGDP. وتم الاستعانة بمؤشر الخدمات الحكومية الالكترونية الصادر عن الأمم المتحدة لتقدير حجم انتشار واستغلال التكنولوجيا الرقمية في الاقتصاد السوري. وتم تحديد العوامل التي تساعد في تحسين الخدمات الالكترونية في الاقتصاد السوري، من تطوير البنية التحتية لتكنولوجيا المعلومات والاتصالات بالدرجة الأولى داخل القطاع الحكومي، ثم نشر ثقافة التعامل عبر شبكة الانترنت بين أفراد المجتمع السوري. فزيادة الثقل النسبي للخدمات الحكومية إلى الناتج المحلي الإجمالي GDPيصطدم بالقدرة على تطوير البيئة المناسبة لنمو تكنولوجيا المعلومات والاتصالات في قطاع الخدمات الحكومية.

The research studies e-government services as an influence in the generating value-added to GDP. The researcher used the index of e-government services issued by the United Nations in estimating the size of the spread and use of digital technology in the Syrian economy. The study found low penetration of electronic services in the Syrian economy and therefore must develop the infrastructure for information technology and communications primarily within the government sector first and then handle the dissemination of culture through the Internet between members of the Syrian society. Increasing the relative weight of government services to GDP collide with the ability to develop an environmental appropriate for the growth of ICT in government services.
