Abstract

تقوم فكرة الجمعيات الأهلية على أساس المشاركة في تحمل المسؤولية الاجتماعية، ولتتمكن الجمعيات من القيام بدورها لابد من توفر الدعم المالي، والذي يتوفر بمجمله من التبرعات، وهو الأسلوب الأكثر شيوعاً للجمعيات الأهلية في الجمهورية العربية السورية.

وقد نظمت أحكام جمع التبرعات في سورية بنظام خاص هو نظام جمع التبرعات والصادر بقرار وزير الشؤون الاجتماعية والعمل رقم 1347 لعام 1971، وستعرض هذه الدراسة لنظام جمع التبرعات وآليات جمع المال والرقابة عليها، وذلك وفق ما نص عليه نظام جمع التبرعات في سورية واستناداً لقانون الجمعيات والمؤسسات الخاصة رقم 93 لعام 1958.

The idea of civic associations)  NGOS( based on participation to assume social responsibility, these association so that they can play their role it must provide financial support, most of which are available from the donations, which is the most common way to finance the associations in the  Syrian Arab republic.

The provisions of donations in Syria have organized in a special regime to collect donations, which issued by the resolution of the minister of social affairs and labor NO.1347 of 1971.

This study will present the collects regime of donations, fundraising mechanisms and control it, according to the text of donations collect regime in Syria and law of associations and private establishments, NO.93 of 1958.
