Abstract

لم يشهد القطاع المصرفي السوري حالات تقلبات أسعار الفائدة، ولذلك فهو يفتقر إلى الخبرة في دراسة التنبؤات التي تنتج عن القرارات المتعلقة بتقلبات أ سعار الفائدة من حيث المخاطر المالية والمنعكسات الاقتصادية والاجتماعية, خاصة إذا ما كانت على شكل تخفيض كبير كما حدث.

في البحث محاولة لاستعراض مفهوم وتطور سعر الفائدة في إطار النظريات النقدية, مع بيان أهداف السياسة المالية والنقدية في القطر العربي السوري, من خلال استعراض ملامح الإصلاح المالي والنقدي الجارية, عبر مجموعة القوانين والأنظمة والتعليمات المحددة لسعر الفائدة والمؤثرة فيه.

وذلك بهدف الوصول إلى مجموعة من المقترحات والتوصيات, التي يمكن لها تجاوز المنعكسات السلبية لتخفيض أسعار الفائدة, وتطوير السياسات النقدية والمالية لتمارس دورها الإيجابي في عملية الإصلاح والتطوير والتحديث.

The Syrian banking sector has not had changes interest rate cases for ages.

This research tries to find the economic and social reflections of the last design for the breakdown of the interest rate in Syria.

I will try to give the definition and development the interest rate in Syrian monetary policy.

At the end I hope that I can give some suggestions to avoid the negatives effects of the interest break down, and how we can develop the monetary and financial policy for a positive role in the economic reform and modernization processes.
