تطور التجارة العربية البينية في ظل منطقة التجارة الحرة العربية -حالة سورية-
Abstract
بدأ التطبيق التدريجي لمنطقة التجارة الحرة العربية مع بداية عام 1998 وبحلول عام 2005 كانت قد ألغيت تماماً كافة الضرائب والرسوم الجمركية بين الدول العربية المنضمة إلى منطقة التجارة الحرة، إلا أنه رغم ذلك لم تنمُ التجارة العربية البينية بما يتناسب مع هذا الإلغاء التدريجي للضرائب والرسوم الجمركية ولم تتجاوز 11% من إجمالي التجارة العربية. وهذا يعني أن إزالة القيود الجمركية بحد ذاته لا يؤدي إلى نمو تلقائي في التجارة البينية، و هناك جملة من العقبات والمعوقات غير الجمركية التي تحول دون ذلك، والتي تم تحديدها وتصنيفها وتحليلها في هذا البحث مع تقديم بعض المقترحات التي يمكن أن تساهم في معالجتها أولاً بأول.
وفيما يخص تأثير منطقة التجارة الحرة العربية على سورية ، التي تم تناولها في هذا البحث من خلال الإحصاءات والاستبيان والتحليل ، تبين أن نسبة نمو مستورداتها هو أكبر بكثير من نسبة نمو صادراتها إلى الدول العربية، رغم تمتع الكثير من المنتجات السورية بمزايا نسبية، إلا أن هذه المزايا النسبية غير كافية ما لم تترافق بمزايا تنافسية .
The gradual implementation of the Arab free trade zone began in early 1998, and by 2005 all taxes and customs tariffs among the countries joining the free trade zone were completely cancelled. However, the growth of Inter-Arab trade didn't match this gradual cancellation of taxes and customs duties. In fact, it didn't exceed 11% of the total Arab trade. This means that the cancellation of customs restrictions alone doesn't automatically lead to the growth of Inter-Arab trade. There is a host of obstacles and barriers -not related to customs- preventing the desired growth. These obstacles were identified, classified, and analyzed in this paper. Some suggestions which might solve these obstacles were also presented. Regarding the impact of the Arab free trade zone on Syria, it was dealt with in this paper through statistical data, questionnaire, and analysis. It reveals that the level of growth of Syrian imports to Arab countries is much bigger than its exports, despite the fact that many Syrian products enjoy relative advantages. But these relative advantages are not enough unless accompanied with competitive advantages.
