مؤشرات اقتصاد المعرفة في سورية دراسة تطبيقية على عيّنة من الشركات العاملة في سورية

Abstract

لقد انتشر مفهوم اقتصاد المعرفة انتشاراً واسعاً في الآونة الأخيرة،  وشغل حيّزاً كبيراً من اهتمام معظم البلدان، وخاصّة المتقدّمة منه. إذ عمل البنك الدّولي على وضع جملة من الركائز الخاصة باقتصاد المعرفة سمّيت بمنهجية قياس المعرفة(KAM: Knowledge Assessment Methodology)، إذ بات من الممكن قياس درجة انخراط بلد من البلدان في اقتصاد المعرفة من خلال تلك المنهجية.

وحاولت سورية في السنوات الأخيرة تعزيز ركائز اقتصاد المعرفة لديها من خلال توجّه الحكومة بسياستها لرفع قيمة مؤشر اقتصاد المعرفة KEI في سورية،  لكنّ وُجِد بعض الباحثين أنّ الأمر يحتاج إلى بذل كثير من الجهود الإضافية،  وأنّ هناك كثير من التحديات والعوائق التي تقف دون تحقيق الهدف.

بناء عليه نحاول في هذا البحث التحرّي عن واقع ركائز مؤشرات اقتصاد المعرفة في سورية،  من خلال دراسة تطبيقية على عدد من الشركات العاملة في سورية،  بما يسهم في التحقّق من قيم مؤشرات اقتصاد المعرفة المنشورة عن سورية في التقارير الدولية.

Recently, the knowledge economy concept has spread widely, occupying a large portion of the interest of most countries, particularly the developed ones. Accordingly, the World Bank has developed a set of knowledge economy pillars named the Knowledge Assessment Methodology (KAM), where it is possible to measure the degree of engagement of a country or region towards the knowledge economy through this mentioned methodology.

In the recent years, Syria has tried to strengthen the knowledge economy pillars through its government policy to raise the value of Knowledge Economy Index (KEI), but many researchers have observed that this procedure needs much more effort and attention than they expected, as there are a lots of challenges and obstacles that stand without achieving this aim.

In this research, the researcher  is trying to investigate the reality of the pillars of knowledge economy indicators in Syria, through an applied study in some companies, in order to verify the value of the knowledge economy indicators published in the international reports.
