Abstract
The important function of political participation is achieving the content of political work and reflecting it on two levels .first, theoretical and intellectual aspects, the other is behavioral and practical aspect .the theoretical and emotional structure of the political actor moves from the abstract to the concrete, so finding out a positive and complementary relationship productive of political process includes high level of involvement in practicing politicalparticipation on its level. This need the agreement between tow mentioned level to achieve the integration even if minimal. This research deals with political actors' opinions, values, and trend, at the theoretical level and between his participation as an expressing behavior, in order to find out the amount of their association which indicate ,the integration between its farm and content or his/her separation at the individual level to make it common and find out its effectiveness or limitation in this society or that. Results show, that the political participation of the political participants at the theoretical level is higher the their applying it the separation and incoherence between its level with a difference represented in a stat of stultification among researcher about their participating as citizen.
