المديونية العربية: قيود ومحاولات انفكاك
Abstract
يهدف البحث إلى الكشف عن واقع المديوينة الراهن، وعن عبئها على اقتصاديات الدول العربية، وعن الأسباب التي دفعت الدول العربية إلى الاستدانة، والوقوع، بالتالي، في فخ المديوينة، في محاولة لاقتراح الحلول والمخارج الممكنة منه.
نتيجة للدراسة والبحث تبين لنا أن حجم الديون الداخلية العربية قد بلغ في نهاية عام2000 نحو 304 مليار دولار، بزيادة 28.1 مليار دولار عن حجمها في نهاية عام 1999 ؛ أي ما يعادل نحو 10 بالمئة، لتصبح في نهاية عام 2004 نحو 340 مليار دولار، محققة زيادة تصل إلى نحو11.84 بالمئة مقارنة مع حجمها في
عام 2000.
من جهتها المديونية الخارجية للدول العربية فقد بلغت في نهاية عام 2000 نحو 144 مليار دولار، متراجعة عن مستواها في عام 1995 بنحو 9.6 بالمئة، لتصبح في عام 2005 نحو 149 مليار دولار، محققة زيادة تصل إلى نحو 3.76 بالمئة مقارنة.
وعموماً جميع البلدان العربية غير النفطية، قد وقع في فخ المديونية ولم يخرج منها سوى سورية. فبعد أن وصلت ديونها إلى أكثر من 21 مليار دولار في عام 2000، تراجعت ديونها إلى أقل من خمسة مليارات من الدولارات في عام 2005.
For many reasons, we found it appropriate to put Arab debts under the spot light exploring its present situation, consequences to the economies of the Arab countries, and reasons that led the Arab countries to the trap of depts. Consequently we attempt to suggest solutions and possible way-out to present depts.
The result of our study showed that internal Arab debts were 304 billion dollars by the end of 2000, increasing 28.1 billion dollars compared to end of 1999. This represents 10% rate of increase. The debts become 340 billions dollars end of 2004 which constitute 11.84% rate of increase when compared to 2000.
On the other side, external debts of the Arab countries were 144 billion dollars end of 2000 which is 9.6% less than that in the year 1995. However, debts reached 149 billions dollars in 2005, an increase by 3.76% compared to year 2000.
Generally, all non-petrol producing Arab countries fall into debt traps. Syria was the only Arab country to repay debt reaching less than 5 billion dollars in 2005 as compared to 21 billion dollars in 2000.
