دراسة تحليلية لواقع الدعم الحكومي لمادة المازوت في سورية خلال الفترة 2001-2012

Abstract

يهدف البحث إلى دراسة واقع الدعم الحكومي لمادة المازوت في سورية المستورد والمنتج من مصفاتي بانياس وحمص خلال الفترة 2001-2010, وذلك بشكليه غير المباشر والضمني. اعتمد البحث على المنهج الوصفي التحليلي, وشملت بيانات الدراسة بيانات إحصائية عن إنتاج واستهلاك وسعر تكلفة ومبيع لتر المازوت المنتج من شركتي مصفاتي بانياس وحمص, والمازوت المستورد, وبنتيجة الدراسة والتحليل كان من أهم نتائج البحث: إنّ الحكومة تدعم مادة المازوت سواء المنتجة من شركتي مصفاتي بانياس وحمص أو الكميات المستوردة, حيث أنّ سعر المبيع للمستهلك انخفض عن سعر تكلفة الإنتاج أو الاستيراد للتر الواحد؛ فبالنسبة للمازوت المنتج من شركة مصفاة بانياس تبين أنّ تكلفة إنتاج اللتر الواحد ازدادت خلال الفترة المدروسة بمعدل نمو بالمتوسط (43.26%), وأنّ قيمة الدعم الذي تقدمه شركة مصفاة بانياس بلغ متوسطه خلال الفترة المدروسة ما يقارب (18769342395) ليرة سورية. وبالنسبة للمازوت المنتج من شركة مصفاة حمص تبين أنّ تكلفة إنتاج اللتر الواحد ازدادت خلال الفترة المدروسة بمعدل نمو بالمتوسط (42.56%), وأنّ قيمة الدعم الذي تقدمه شركة مصفاة حمص بلغ متوسطه خلال الفترة المدروسة ما يقارب (18861130989) ليرة سورية. أما بالنسبة إلى الكميات المستوردة من المازوت تبين أنّ تكلفة استيراد اللتر الواحد ازدادت خلال الفترة المدروسة بمعدل نمو بالمتوسط (58.33%), وقدمت الحكومة دعماً بلغ متوسطه خلال الفترة المدروسة ما يقارب (44375675828) ليرة سورية. The research aims to study the reality of government support for diesel fuel in Syria importer and producer of Banias and Homs refineries during the period 2001-2010, and it Epeshklah indirect and implicit. Find adopted a descriptive and analytical approach, and the study included data for statistical production and consumption of data and the cost price and sales-liter diesel product of the two refineries Banias and Homs, and fuel oil importer, and the outcome of the study and analysis of the most important results: The government subsidizes diesel fuel, whether produced from the two refineries Banias, Homs or imported quantities, as Sales of consumer prices fell for the price of the cost of production or import per liter; For the diesel product from Banias Refinery Company shows that the cost of a liter production increased during the period studied growth rate average (43.26%), and the support provided by the Banias refinery company value averaged over the period studied nearly (18,769,342,395) LS. For diesel product from Homs Refinery Company it shows that the cost of a liter production increased during the period studied average growth rate of (42.56%), and the support of Homs Refinery Company value averaged over the period studied nearly (18,861,130,989) LS. As for the imported quantities of diesel it shows that the cost of importing a liter increased during the period studied average growth rate of (58.33%), and the government has provided support on average during the period studied nearly (44,375,675,828) LS.
