Abstract

Investment spending in the health sector is an essential task for each country to provide the goods and services needed to treat patients through therapeutic or preventive care. Where the state seeks to have all its members have the power and ability to give and do, not to decline productivity and depend on and become dependent on them. This means that attention to providing health services is not only human, but also economic.

The current research aims to study and analyze the investment expenditure in the health sector in Lattakia  Governorate during the period 2010-2015, which showed that the reality of the crisis and its repercussions on the Syrian governorates, including Lattakia, where the number of residents increased by three times, made investment spending in the health sector in light of the inflation , Can not meet the demand for health services. A number of results have been reached:

1. Low per capita health investment spending as a result of the crisis and the devaluation of the national currency.

2. Investment spending in the public sector is more affected by the crisis than in the private sector.

3. Despite the efforts exerted by the State, there remains a gap that has been studied, and the submission of the necessary proposals to alleviate their negative impact.

يعتبر الإنفاق الاستثماري في قطاع الصحة مهمة أساسية يجب أن تهتم بها كل دولة, من أجل توفير السلع والخدمات اللازمة لمعالجة المرضى من خلال تقديم الرعاية العلاجية أو الوقائية لهم. حيث تسعى الدولة لكي يكون كل أفرادها يمتلكون القوة والقدرة على العطاء والبذل, لا أن تنخفض إنتاجيتهم وتتوقف ويصبحون عالة عليها. وهذا يعني أن الاهتمام بتقديم الخدمات الصحية ليس هدفه إنساني فقط وإنما اقتصادي أيضاً.

يهدف البحث الحالي إلى دراسة وتحليل الإنفاق الاستثماري في القطاع الصحي في محافظة اللاذقية خلال الفترة 2010- 2015 والذي أظهر أن واقع الأزمة وانعكاساته على المحافظات السورية ومنها محافظة اللاذقية التي ازداد عدد المقيمين فيها بحوالي ثلاثة أضعاف, جعل الإنفاق الاستثماري في قطاع الصحة في ظل التضخم الحاصل, لا يستطيع أن يتوافق مع الطلب على الخدمات الصحية.

وقد تم التوصل إلى مجموعة من النتائج أهمها:

  1. انخفاض حصة الفرد من الإنفاق الاستثماري الصحي نتيجة للأزمة وانخفاض قيمة العملة الوطنية.
  2. تأثر الإنفاق الاستثماري في القطاع العام بالأزمة أكثر من القطاع الخاص.

3. رغم الجهود المبذولة من قبل الدولة بقي هناك فجوة تم دراستها, وتقديم المقترحات اللازمة للتخفيف من شدتها وأثارها السلبية.
