تأثير العوامل الشرطية على استخدامات الموازنة التخطيطية في خدمة الوظائف الإدارية (دراسة ميدانية في المنشآت الزراعية)

Abstract

هدفت الدراسة إلى بيان تأثير بعض العوامل الشرطية على استخدامات الموازنة التخطيطية في خدمة الوظائف الإدارية, لذلك تم إجراء مسح ميداني باستخدام الاستبانة على منشآت القطاع الزراعي في الساحل السوري, حيث تم توزيع /75/ استبانة على منشآت المجتمع المذكور, تم استرجاع /20/ استبانة يمكن الاعتماد عليها في هذه الدراسة, وقد بينت نتائج التحليل أن هناك استخداماً عالياً للموازنة التخطيطية في خدمة الوظائف الإدارية المختلفة من تنسيق, وتخصيص موارد, وتخطيط. على حين أن هناك استخداماً ضعيفاً للموازنة التخطيطية في الرقابة واتخاذ القرارات.

وفيما يتعلق بتأثير الاستخدامات المتعددة طبقاً للمتغيرات الشرطية, فقد بينت الدراسة أن هناك تأثيراً إيجابياً لحجم المنشأة على هذه الاستخدامات وبشكل خاص على وظيفة التنسيق, وكذلك الأمر بالنسبة لتأثير درجة التفويض على وظيفة الرقابة واتخاذ القرارات, كما تبين بأن التفويض المنخفض سيترتب عليه تطبيق ضعيف للرقابة واتخاذ القرارات, أما فيما يتعلق بالتخصص العلمي للكادر المحاسبي ومستوى درجة المنافسة, فقد تبين أنه ليس لهما أي تأثير على استخدامات الموازنة التخطيطية في خدمة الوظائف الإدارية.

 

The study aimed to explain the effect of some Contingency factors on the use of budget in the service of managerial functions. So an empirical study is applied on the agricultural sector in the Syrian Coast.

The study employed a questionnaire survey method to collect data. Out of the (75) questionnaires distributed on This Society, (20) responses were completed and received.

The results showed that there is a high use of the Budget in the service of different managerial functions such as coordinating, allocating resources and planning. On the other hand, there is a low usage for the planning Budget on the control and making decisions.

According to the effect of the contingency factors on the use of the budget of service the managerial functions, the study showed that there is a positive effect of the firms' size, specifically on the coordinating function. The results also showed the effect of the decentralization on the controlling function and making decisions.

But regarding the scientific specialization and the level of the competition, the results showed that there is no effect for them on the Budget uses in the service of the managerial functions.
