Abstract

يتناول البحث واقع البحث العلمي العربي: حيث تتركز جهود البحث والتطوير في المراكز الحكومية العربية ( الجامعات – مراكز البحوث ), ويلاحظ غياب دور القطاع الخاص في عملية البحث والتطوير و في تمويلها, فالبحث العلمي العربي يتصف بانخفاض حجم الإنفاق عليه حيث يتدنى حجم الإنفاق على البحث العلمي والتطوير دون الحد المقبول عالمياً (%1) من الدخل القومي الإجمالي. وهذا يؤدي إلى عدم توفر البنية التحتية اللازمة للبحث، وانخفاض الإنتاجية العلمية في الوطن العربي.

كما تم التطرق إلى العوامل التي أوصلت المجتمع العربي إلى مستواه العلمي الحالي، والصعوبات التي تعيق الباحث العربي وتحد من إنتاجه العلمي ومن أهم هذه الصعوبات:

- عدم توفر التمويل المالي اللازم

- عدم الاهتمام بالباحث العربي

- النظام السياسي

- غياب السياسات والاستراتيجيات العلمية الواضحة.

وأخيراً تم التوصل إلى بعض المقترحات التي تجعل البحث العلمي فاعلاً ومؤثراً في مختلف جوانب الحياة العربية

The research studies the situation of the scientific research in the Arabic Homeland. The efforts of research and development are centered in the Arabic government centers (universities, research centers). The role of the private sector in research and development and its funding is absent.

The Arabic scientific research is characterized by decrease of funding and spending on it. The expenditure on the Arabic scientific research is lower than the acceptable world level (1%) of the national income. This leads to deficiency in the infrastructure necessary for the scientific research, and consequently the decrease of the scientific productivity in the Arabic Homeland.

We also mentioned the factors that led the Arabic society to this current scientific level, and the difficulties that hinders the Arabic research, and limits his scientific productivity, of these difficulties:

-               shortage in financing and funding.

-               Tere is no attention of the Arabic researcher.

-               The political system.

-               Absence of clear scientific policies and strategies.

Finally some of the recommendations that make the scientific research active and effective in all the sides of the Arabic daily life.
