Abstract

سوف نتناول في هذا البحث ظاهرة هجرة الكفاءات العلمية العربية، التي تعتبر من أخطر ماتعاني منه الدول العربية وأحد أهم المعوقات الرئيسة لعملية التنمية والتقدم العلمي والتكنولوجي العربي. مما يسهم في استمرار تخلف الدول العربية, وفي الوقت نفسه تزويد الدول الغربية بطاقة بشرية منتجة ومتجددة. كما تؤدي هجرة الكفاءات العلمية العربية إلى استمرار التبعية التكنولوجية العربية نحو الخارج واتساع الفجوة العلمية والتكنولوجية بين الدول العربية والدول المتقدمة, بسبب ضياع الجهود والطاقات الإنتاجية والعلمية لهذه العقول العربية المهاجرة، وكذلك تبديد الموارد المالية التي انفقت في تعليمها وتدريبها, وهذه الخسارة للدول العربية تتحول إلى فائدة ومردود اقتصادي مباشر للدول المتقدمة. دون أدنى مساهمة في تكاليف الإعداد والتدريب.

This paper discusses the phenomenon of migration of the Arabic scientific qualifications, which is considered one of the most serious dangers for Arabic countries, and one of the most important obstructions of their development scientificlly and technically. Migration keeps Arab countries behind, and supplies developed countries with renewed productive human resources. This migration leads to continuation of the Arabic technological subordination to other countries, and to a widening of the technological gap between Arabic countries and developed countries. This is because of the loss of the scientific and productive powers of these migrant Arab minds, and the waste of the financial sources which were spent on teaching and training. This loss for the Arab countries changes into a direct economical benefit and  revenue for the developed countries.
