Abstract

تعرضنا في هذا البحث ، إلى دراسة واقع الأنشطة الاستثمارية العاملة في المناطق الحرة السورية ، من خلال التعرف على اقتصاديات المناطق الحرة ، وتطور مفهومها وأشكالها والدور الاقتصادي الذي تؤديه في البلد الأم ، ومن ثم تطور الأهداف والغايات التي ترجوها الدول من إقامة هذه المناطق وما توفره من مناخ وبيئة استثمارية مناسبة لضمان نجاح المناطق الحرة القائمة على أراضيها .

ثم وضحنا مدى توجه الحكومة السورية في دعم وتوسيع هذه التجربة ، وعملنا على بيان التوزع الجغرافي للمناطق الحرة في القطر  ، وتوزع الاستثمارات التجارية والصناعية بين فروع المؤسسة العامة للمناطق الحرة السورية .

كذلك تعرضنا لدراسة حركة البضائع فيها  وتطورها وتحليلها عبر دراسة وارداتها وصادراتها من وإلى( القطر وخارج القطر). وبيان استراتيجية التصنيع في هذه المناطق ، وتطور النشاط الصناعي فيها وأنواع الصناعات القائمة ، وما تحققه من قيمة مضافة ، وما تشغل من أيدي عاملة ، والدور الذي تلعبه في تغذية تجارة الاستيراد والتصدير في القطر .وأخيراً بيان النتائج التي توصلنا إليها ، وصياغة جملة من التوصيات التي يمكن أن تساهم في تفعيل دور المناطق الحرة السورية في جذب الاستثمارات الأجنبية المباشرة وتنويع  الاقتصاد الوطني.

In our research, we study the reality of the investment activities in the Syrian Free Zones through recognizing the economical of the Free Zones and the evolution  of the form and the notion of free zones besides the economical role they play in the mother country, then we deal with the  development  of the goals and objectives the countries seek from establishing these zones and the proper investment environment these countries provide to guarantee the success of their free zones.

We also illustrate the extent the Syrian government goes in supporting and expanding this experience. We worked on illustrating the geographic distribution of the free zones in Syria and the distribution of the commercial and industrial investments in the branches of the public foundation of the free zones in Syria.

We also study the movement the development and the analysis of goods through studying the exports and the imports. Then we illustrate the manufacturing strategy the development of the industrial activities and the kind of existing industries in these zones in order to clarify what they achieve for the added value the number of workers they employ and the role they play in nourishing the export and the import trade in Syria.

Finally, we manifest the results of this study forming a number of suggestions and recommendations that can contribute in achieving the role of the free zones in Syria in attracting the direct foreign investments and diversifying the national economy.
