الفساد – أشكاله، أسبابه، نتائجه

Abstract

تعاني جميع الدول (متقدمة ونامية) على حدٍ سواء من ظاهرة الفساد، وإن اختلف حجمها وآثارها، تبعاً لاختلاف الأنظمة السياسية والاقتصادية والاجتماعية لكل دولة، ومدى تطور مجتمعاتها والدرجة التي وصلت إليها في الأخذ بمبدأ سيادة القانون، والمتتبع لهذا الموضوع يقر بوجوده في كل زمان ومكان، إلا أن نطاقه اتسع في السنوات الأخيرة خصوصاً في الدول النامية  التي نلاحظ في بعضها آثاره المدمرة على المجتمع بكامله -  مما دفع الباحثين على اختلاف مناهجهم إلى بحث أسبابه وآثاره الاقتصادية والاجتماعية وطرق علاجه نظراً لآثاره السلبية على مختلف جوانب التنمية (السياسية والاقتصادية والاجتماعية)؛ فظهرت العديد من الدراسات التي اتخذت منه عنواناً لها  قدم فيها الباحثون عرضاً لصوره ومظاهره، وتحليلاً لهذه الظاهرة في محاولة جادة وصادقة من جانبهم لكشفها وتعريتها والدعوة لمكافحتها والحد من انتشارها، خاصة وأنها تحولت من ظاهرة محلية إلى ظاهرة عالمية تستوجب التعاون الدولي (حكومات، برلمانات، منظمات غير حكومية، رجال أعمال، وسائل الإعلام المختلفة، القطاع الخاص) لمواجهتها، ووضع استراتيجيات يتم تحديثها باستمرار لضمان مواجهة المشكلات الناجمة عن كل صورها المعاصرة، ولم تقتصر هذه الجهود على الدول المتقدمة ، وإنما شملت أيضاً الدول النامية المتأثرة الأكبر بهذه الظاهرة.

All countries (progressive and developing) are suffering from corruption, in spite of the differences between its economical, political and social regulations, and the degree of its societies development in working with law dominion principle.

Who follows this subject admits its existence in every time and every place, but its area became wider in recent years especially in developing countries, which we recognize the withering effects on the whole society. This led the researchers to study its reasons and effects and how we can treat its bad effects, so a large number of researches about Corruption has been performed aiming at analyzing this phenomenon, tackling it and decreasing it, especially because it became an international phenomenon, and this needs international cooperation to face it, and put strategies to tackle this issue, and these strategies should be always updated and developed, so that we can face its recent problems. The efforts exerted to face this problem are not confined in the on progressive countries, but the developing countries are involved as well for these developing countries are the most influenced by this phenomenon.
