المؤشرات التنموية وتغيّرها بوصفها أداة لإدراك الوضع الراهن وتطويره

Abstract

إن عملية وضع الاستراتيجيات والسياسات، وكذلك التخطيط، والمتابعة، والتقييم لعمليات التنمية بكافة أنواعها سواء على المستوى المحلي العمراني، أو الوطني، أو مستوى المحافظات، أو الأقاليم في أية دولة يحتاج إلى التعامل مع كميات ضخمة من البيانات والمعلومات، وهذا يستوجب البحث عن آليات ذات كفاءة عالية تعتمد على تقنيات المعلوماتية الحديثة، ولها قاعدة بيانات شاملة يمكن إدارتها بسهولة وكفاءة، حيث تساعد على التحليل والفهم الدقيق لكافة العوامل المؤثرة والتنبؤ بما هو آت، واكتشاف الأسباب المسؤولة عن القصور في النتائج، ومسوغات معالجتها .

لذلك اتجه البحث إلى إيجاد منهج قوامه تتبّع المؤشرات التنموية وتغيّرها في الوضع الراهن من خلال العمل على إدراكها، ثم السلوك باتجاه تطويرها وتحديثها انتهاء بتوجيهها بتعزيز الايجابيات، وتقليص السلبيات للتوّصل إلى التنمية المطلوبة استناداً إلى تقنيات معلوماتية حديثة تساعد على تحديث البيانات بشكل تتابعي، وتساعد على التنبؤ، والتطوير، والتقييم والتعديل بشكل متواصل بهدف توفير أداة في يد المخططين، ومتخذي القرار لتطوير الوضع الراهن للمناطق، أو الأقاليم، أو الدول المستهدفة تتمتع بالديناميكية، والمرونة، والتجاوب، والإحاطة، والشمولية .

The process of putting strategies, polices,  planning, following up and evaluation of different types of development processes on urban local level or national or governorates and regions in any country needs to deal with huge quantities of information and data which  in turn need to search for  a high qualification  mechanisms that depend on the new informatics techniques and has a comprehensive database that could be easily and effectively managed, whereas it can help  to reach an accurate analysis and understanding of all effected factors and predict of what is coming, in addition to finding out the reasons that are responsible for the lacking in results and the warrant of its treatment. So, the research is  directed to find out a method that depends on following up the development indicators and their changes in current state through working on realizing them ,then moving  towards developing and updating them,and finalizing by directing them by enlarging positives and minimizing negatives  to reach the wanted  development  depending on the new informatics techniques which  help in updating data continuously ,in addition to predicting, developing, evaluating  and modifying  continuously for being as an available tool for planners and decision makers to develop the current state of the targeted areas, regions and countries which is dynamic, elastic, responsive, surrounded and comprehensive .
