Abstract

The term Reconstruction in Syria is deliberated permanently, but there is no comprehensive strategy to carry out that process after the current crisis in Syria since 2011, Which its complex negative effects reflected in the whole of the Syrian governorates clearly on the development performance in terms of both quantity and quality without a meaningful response or Resilient, effective management adapted to the emergency changes, so the importance of research is in developing a comprehensive strategy to manage this crisis and turn it into an opportunity for a successful reconstruction process that works according to the principles of urban resilience, based on establishing a theoretical base about terms and concepts related to urban resilience, its principles and characteristics, as well as developing standards for measuring the performance of cities towards resilience through analyzing several studies, research which have developed urban resilience measures, and it also deal with the analysis of resilience practices in various global cities to conclude solutions and policies that motivate to it in a line with the reality of the study case, Then research depended on analytical method in studying and evaluating the trends and methodology of the current reconstruction process in Syria, trying to develop the stages of reconstruction to be more resilient and to determine the extent of the defect in the policies and laws and the planning foundations. For preparing to suggest an appropriate urban resilience strategy for reconstruction of the destroyed Syrian cities and activating it in the neighborhood of Baba Amr – for example- to be a successful resilient and realistic sustainable neighborhood model can be emulated in other destroyed neighborhoods in Syria.
