أثر البطالة على التنمية الاجتماعية في محافظة اللاذقية دراسة ميدانية لاستقصاء آراء عينة من الشباب العاطلين عن العمل

Abstract

يتناول البحث واقع البطالة في محافظة اللاذقية, وأثرها على التنمية الاجتماعية على صعيد: الفرد العاطل عن العمل, أسرة الفرد العاطل عن العمل, المجتمع المحلي.

اعتمد البحث على المنهج الوصفي التحليلي, حيث تمّ دراسة واقع البطالة من خلال الحصول على بيانات من مكتب التشغيل والتوظيف في محافظة اللاذقية. كذلك تمّ استخدام منهج المسح الإحصائي في الدراسة الميدانية, حيث تمّ جمع البيانات اللازمة باستخدام الاستبيان, وتمّ توزيع (377) استمارة استرد منها (361) استمارة على عينة من الشباب العاطلين عن العمل تمّ تحديدها باستخدام قانون العينة الإحصائي, وتوزيعها بشكل متناسب على فئات العاطلين عن العمل, ومن ثم تمّ استخدام مجموعة من الأدوات الإحصائية المناسبة في تحليل البيانات والمعطيات من خلال الاستعانة بالبرنامج الإحصائي Spss. وكان من أهم نتائج البحث:

1- هناك علاقة عكسية بين أعداد المتعطلين عن العمل والزمن خلال الفترة 2002-2013, أي أن خط الاتجاه العام لتطور عدد المتعطلين عبر الزمن يأخذ اتجاهاً متناقصاً, ويعبر عنه بنموذج لوغاريتمي.

2- هناك أثر للبطالة على التنمية الاجتماعية على مستوى الفرد العاطل عن العمل, وأسرته, والمجتمع المحلي, ويتمثل ذلك بصورة أساسية في قبول العاطل عن العمل بأي عمل حتى لو كان لا يتناسب مع مؤهلاته العلمية, حيث تولّد البطالة لدى الفرد اضطراب وإحباط شديد من ضعف الأمل في وجود فرصة للعمل, وتؤدي إلى تأخره عن الزواج نظراً لتكاليفه, كما تسهم في حدوث الاغتراب المتمثّل في الاحساس بالإحباط وانعدام القدرة على العمل, وتؤدي إلى الشعور بالحرمان من الحقوق الأساسيّة. يضاف إلى ذلك تحمّل الأسرة والمجتمع عبء معيشة المتعطلين عن العمل.

This research deals with the reality of unemployment in the province of Latakia, and its impact on social development in terms of the unemployed individual, the family of the unemployed individual, and the local community.

The research adopts a descriptive analytical method, studying the reality of unemployment through data collected from the Office of Employment in the Province of Latakia. The research also uses the approach survey of field study, collecting the necessary data using a questionnaire distributed to (361) form a sample of unemployed youth who have been identified using the law of statistical sample. Appropriate statistical tools as well as Spss program are then used to analyze the data. The most important results of the research are;

  1. There is an inverse relationship between the number of unemployed and the time during the period from 2002 to 2013,  with line that the general trend of the evolution of the number of unemployed over time takes a decreasing trend that can be expressed in logarithmic form.
  2. There is an impact of unemployment on social development at the level of the unemployed individual, his family, and the community.  This is evident in the acceptance of the  unemployed individual of any work even if it is not commensurate with his Scientific qualifications.  Unemployment generates disorder, frustration, and lack of hope of having an opportunity to work. It also leads to delay of  marriage because of the cost, and has an alienating effect goal. The family and society bear the burden of living of the unemployed.
