تقدير أثر الإنفاق الحكومي على النمو الاقتصادي في سورية باستخدام النمذجة الرياضية

Abstract

يهدف البحث إلى تقدير أثر الإنفاق الحكومي الكلي على الناتج المحلي الإجمالي في سوريا خلال الفترة من عام 1980 حتى عام 2009، وكذلك تقدير أثر كل من الإنفاق الحكومي الجاري والاستثماري على هذا الناتج خلال نفس الفترة اعتمادا على مفهوم التكامل المشترك وتصحيح الخطأ، حيث تم اختبار سكون السلاسل الزمنية المستخدمة وتحديد رتبة تكاملها باستخدام اختبارAugmented Dickey-Fuller  وتبين أن كل سلسلة على حدا متكاملة من الرتبة الأولى، وباستخدام اختبار Johansen تبين أن هناك علاقة ارتباطية طويلة الأجل بين المتغيرات المستخدمة، حيث توجد علاقة سالبة في الأجل الطويل بين الإنفاق الحكومي الاستثماري والناتج المحلي، بينما توجد علاقة موجبة بين الإنفاق الحكومي الجاري والناتج، وبين الإنفاق الحكومي الكلي والناتج وذلك أيضا في الأجل الطويل، في حين أظهرت نتائج نموذج تصحيح الخطأ عدم وجود علاقة ذات دلالة احصائية بين المتغيرات في الأجل القصير، كما أظهرت نتائج اختبار سببية جرانجر وجود علاقة سببية في الأجل الطويل بين الإنفاق الحكومي والناتج المحلي بحيث يساهم الإنفاق في تفسير التغيرات في الناتج.

The main objective of the research is to estimate the effect of the government total spending,  including current and capital spending,  on the gross domestic product in Syria in the period between 1980-2009 , using the concept  of Co-integration and error correction model. We have tested the stationary of time series to determine the rank of its co-integration using ADF test ,and the result is that each of them is separately  integrated in the first order. Using Johansen test we have  found  that there is a long-running relation among variables: On one hand, there is a negative relation between capital spending and domestic  production, while, on the other hand,  there is a positive relation between each of the government total spending, current spending and GDP.  The results of ECM point out that there isn’t a significant short-running relation among these variables. The results of Granger Causality point out that that there is a long-running causal relation between the government spending and the domestic production.
