تنافسية الاقتصاد السوري والدور الحكومي الحاضن له

Abstract

تعتبر التنافسية الاقتصادية، في نظر الكثيرين من أهم مفاتيح التنمية الشاملة، والمتوازنة. ولايزال دور الحكومة، هو الدور الفاعل، لزيادة القدرات التنافسية للدول، إلا أنه في ظل العولمة يأخذ أشكال غير تقليدية، فبدلاً من المباشر المتمثل في إجراءات الحماية والدعم للأنشطة الإنتاجية، تحول إلى دور مساندة غير مباشرة متمثلة في تهيئة بيئة الأعمال التي تحفز إقامة الأعمال في الأسواق المحلية، وتبني الدولة لأفضل ممارسات في مجال السياسات الاقتصادية المختلفة. يحلل هذا البحث دور الحكومة الداعم والحاضن لتنافسية الاقتصاد السوري. وقد خلص البحث إلى أن الاقتصاد السوري لايزال بحاجة إلى بذل الجهود الكبيرة في مجال إصلاح السياسات النقدية والمالية، وسياسات الاستثمار، والتنمية البشرية وغيرها، وأنه يجب العمل دائماً على مقارنة نتائج هذه السياسات بالمنافسين الآخرين.

Economic competitiveness has been considered an important factor of a comprehensive and balanced development. Yet the government role is still effective in increasing the country's competitive abilities. Under the economic globalization conditions, that role has started to have unconventional forms. Direct involvement (measures of subsidizing and protecting the productive activities) is replaced by an indirect role that develops a promoting environment to attract new investments. The government has put into operation a variety of better applications of economic policies.

This research has concluded that the Syrian economy is in need of reforming the financial and monitory policies, investment strategy, and human resources development.
