التجارة الدولية في الخدمات وموقعها في اتفاقات منظمة التجارة العالمية مع الإشارة إلى تجارة الخدمات في سورية
Abstract
يناقش هذا البحث مدى أهمية التجارة الدولية في الخدمات، والمزايا التي تقدمها الاتفاقية العامة للتجارة في الخدمات والتي تعتبر أول اتفاق دولي متعدد الأطراف في هذا المجال في إطار منظمة التجارة العالمية، ويعرض البحث أهم أسباب نمو التجارة الدولية في الخدمات حيث يعتبر كل من التطور التكنولوجي ونشوء شبكات الاتصالات والمعلومات هو الدافع الأول لنموها، كما يناقش البحث المعوقات العامة التي تواجهها التجارة الدولية في الخدمات مبينا الفرق بينها وبين معوقات التجارة الدولية السلعية، كما يوضح العلاقة ما بين النشاط الإنتاجي المادي والنشاط الخدمي على اعتبار أنهما وثيقا الصلة مع بعضهما.
ويستعرض البحث الصادرات والواردات الخدمية السورية وميزان الخدمات السوري، ويجد أن انضمام سورية إلى منظمة التجارة العالمية أمر حتمي وإن كان هذا الانضمام يحمل بعض السلبيات.
This research discusses the importance of international trade in services and the advantages which the general agreement on trade in services provides. This agreement is considered as the first multi-members international agreement in this domain. It studies the most important reasons of growing international trade in services. Technological advancement and the establishment of information and communications nets are the initial reason to grow. Also, it discusses the barriers that this trade faces and shows the difference between these barriers and the barriers on international trade in merchandise.
This research explores the Syrian exports and imports of services and the Syrian trade balance of services. It also finds out that Syria joining the World Trade Organization is inevitable even if it has some drawbacks.
