اليورو في الاقتصاد العالمي ( والاستفادة من التجربة الأوروبية في الوطن العربي )

Abstract

في الأول من كانون الثاني 1999 م أصبح اليورو حقيقة واقعة .

اعتمدت الدول الأوروبية عملة واحدة كقضية طويلة الأجل تعبر عن إرادة سياسية مستقلة لرؤساء الدول والحكومات بتحقيق الشروط الاقتصادية الضرورية لنجاحها ، حيث سيقتسم 290 مليون مواطن أوروبي هذه العملة وستجتمع لهم أربع دول أوروبية أخرى في بلدان الاتحاد الأوروبي لاحقاً هي بريطانيا ، الدانمارك ، اليونان ، السويد إضافة لتوسع الاتحاد ليضم دول شرق أوروبا حيث سيصبح مستخدمو هذه العملة عند تحقق ذلك حوالي مليار مواطن أوروبي .

لم يشهد التاريخ أية سابقة كهذه حيث أن اتساع المنطقة وعدد سكانها وبدء الاتحاد الاقتصادي والنقدي وانفتاح الاسواق الوطنية على بعضها البعض عدل قوانين اللعبة .

نحاول في هذه المقالة أن نتحدث عن مراحل الاتحاد الاقتصادي والطرق المعتمدة للتحضير لهذا الاتحاد والتأثيرات التي سترافق ظهور هذه العملة على النظام النقدي العالمي عموماً وعلى الدول العربية خصوصاً .

Le 1er  Janvier 1999 Ľeuro a  été une réalité.

Les états européens se sont doté ď une monnaie unique au terme ď une long  processus caractérisé à la fois par  la volonté politique souveraine des chefs des états et de gouvernement, et par la réalisations des conditions économiques nécessaires à son succèss dès son lancement  290 millions de personnes dans onze états européens partagent la même monnaie ils devaient être rejoints à brève  échéance par les quatre autre pays de Ľ union européenne ( Royaume – Uni, Denemark,Grèce et Suède ).avec Ľ élargissement à ľ Est, Ľ euro a été utilisé, à terme par un demi milliard de personnes.

Il n’ existe aucun précédent historique ď une telle unification monétaire originale par la méthode de création, son étendue territoriale et ľ ampleur de population concernée pour les opérateurs économiques, la mise en place de Ľ union économique et monétaire en décloisonnant les marchés nationaux modifié les règles du jeu .

Cette article essaye ď aporter  après un rappel de ľ ouvrage expose les étapes de sa mise en oeuvre analyse les modalités de fonctionnement de ľunion économique et monétaire détaille les questions pratiques posées par le changement de la monnaie et  exquisse les conséquences probables de ľ arrivée de ľ euro sur système monétaire international et surtout  les économies des états arabes.
