الجدوى المالية والإطار التشريعي لتشييد الطرق الحرة السريعة ذات التعرفة وفق التشاركية في سورية

Abstract

يقدم هذا البحث رؤية واقعية لإمكانية إدخال التشاركية عنصرا فعالاً في الاستثمار في إنشاء الطرق السريعة ذات التعرفة (Toll Road)، حيث يتضمن البحث دراسة البيانات الحالية للشبكة الطرقية المركزية والخطط المستهدفة من خلال طموحات وزارة النقل في سورية وفقاً للتوجهات الاقتصادية والقانونية المستجدة والتي ستجعل من القطاع الخاص شريكاً في مشاريع البنى التحتية ومن ضمنها شبكة الطرق في سورية. إن الهدف الأساسي من البحث هو استكمال ما قامت به وزارة النقل سابقا من خلال (دراسة الجدوى الاقتصادية لتطبيق نظام البناء والتشغيل والإعادة (Build-Operate-Transfer) واختصاراً (B.O.T) على بعض المحاور الطرقية في سورية) مع البحث المفصل في الإطار التشريعي والقانوني والذي من المنتظر صدور قانون للتشـــــــــــــــاركية لتغطية الجانب القانوني لهذه المشـــــــــــــاريع العملاقة التي ستنفذ وفق مبدأ التـــــــــــــــــــــشاركية (Public-private-partnership) واختصاراً (P.P.P) والتي ستكون الدافع الأكبر للعجلة الاقتصادية السورية بعد فترة الجمود الحالية ، مع تطرق البحث لدراسة مشروع مقترح يربط الحدود التركية مع الحدود الاردنية واختصاراً طريق ( شمال-جنوب) وآخر يربط الحدود العراقية بالموانئ على الساحل السوري واختصاراً طريق ( شرق-غرب) من حيث حساب التكاليف وتحليل الأرباح المتوقعة للمشروع المقترح للاستثمار والمقارنة مع مشاريع مماثلة إضافة إلى تبيان النتائج وعرض التوصيات . This research Paper includes a realistic vision of the possibility of Depending on (Public-Private-Partnership) (P.P.P) as an effective element of investment in the construction of (Toll Road). The research included a study of the current central road network and plans through the aspirations of the Ministry of Transport in Syria, according to the legitimate and economic trends and that will make the Private sector as a partner in infrastructure projects, including road network in Syria. The essential objective of the research is to complete what was done previously by the Ministry of Transport through (economic feasibility study of highway projects Based on B.O.T system in Syria) and detailed search in the legislative and legal framework, which is expected to be issued to cover the legal side of this mega-project which will be done according to (Public-Private-Partnership) (P.P.P), furthermore it will be the major support to the Syrian economic wheel after the current crises and studying the profits of the proposed project to investment which is a freeway from northern Syria to the south and the other one from eastern Syria to the west, an indication of the results and recommendations display.
