Abstract

يهدف هذا البحث إلى إيضاح أهمية إصلاح وتطوير المشروعات الصناعية العامة، نظراً لأهمية الدور الذي يمكن أن تلعبه هذه المشروعات في تحقيق التنمية الشاملة في قطرنا، باعتبارها الوسيلة الوحيدة التي تمكننا من استثمار ثرواتنا الطبيعية وتحويلها إلى سلع وخدمات تلبي احتياجات ورغبات كافة أفراد مجتمعنا. ولهذا فقد تم من خلال هذا البحث تسليط الضوء على كافة المشاكل والعقبات التي تواجه هذه المشروعات وتؤدي إلى تعثرها في تحقيق أهدافها، إضافة إلى تقديم مجموعة متكاملة من المقترحات التي من الممكن أن تساهم في تذليل هذه المعوقات وتمكين هذه المشروعات من تحقيق أهدافها المنشودة في البناء والتطوير.

The objective of this research is to show the importance of improving and developing the public industrial projects, because of the immense importance of the role they might play in materializing whole development in our country. This is because they are the sole means that enables us utilize the natural resources and change them into commodities and services that satisfy the needs and demands of the members of our society. For this reason we focus on all the problems and obstacles that face these projects and curb them from achieving their objectives. Moreover, we suggest a comprehensive group of suggestions that may help in overcoming these obstacles and enable these projects to realize their pre-stated aims in the process of construction and development.
