الأتمتة الإدارية وأثرها على تحسين معدلات الأداء في مؤسسات القطاع العام دراسة ميدانية على الشركة العامة لتوليد كهرباء بانياس

Abstract

يهدف هذا البحث إلى إيضاح أهمية أتمتة الأعمال الإدارية في مؤسسات القطاع العام نظرا ً لما تتيحه من الاستفادة من الإمكانيات الكبيرة التي يوفرها الحاسب الالكتروني وملحقاته المتعددة، وشبكات الاتصال الداخلية والخارجية. والتي ستؤدي فيما لو أحسن استخدامها إلى النهوض بالواقع الإداري والارتقاء به إلى مستويات متقدمة لا مكان فيها للترهل أو الفساد. ولذلك تم تسليط الضوء على الشركة العامة لتوليد كهرباء بانياس التي قامت بأتمتة الأعمال الإدارية فيها انطلاقاً من الأسباب الداعية للأتمتة الإدارية، والفوائد منها، والمجالات التي يمكن أن تطبق فيها إضافة ًإلى المشاكل والعقبات التي تعترضها على مستوى العاملين في الشركة، والأجهزة والمعدات المستخدمة، والقوانين والأنظمة النافذة وصولاً إلى مجموعة من المقترحات التي من الممكن أن تذلل هذه الصعوبات بما يؤدي إلى تحسين معدلات الأداء.

This research aims to identify the importance of administrative automation in public sector institutions because they offer the possibility of benefiting from the great capacities of a computer and its terminals, and internal and external networks which, if used properly, will develop the administrative status and up it well above bar, a step that leads to destroying corruption. So, Banias General Company for Generating Electricity is highlighted because it has automated its administrative work, given the driving reasons for and benefits of administrative automation in public sector institutions, the domains to which it may be applied, and the obstacles and problems that hinder administrative automation, namely (on the level of workers, equipment, devices in use, and laws and regulations). This study offers a number of suggestions that may overcome these difficulties in order to improve performance levels in this company.
