التخطيط الاستراتيجي ودوره في زيادة فعالية العاملين ( دراسة ميدانية على موظفي مديرية التربية بمحافظة البريمي في سلطنة عمان)
Abstract
تزايدت أهمية التخطيط الاستراتيجي كوسيلة فعالة لتنمية الموارد البشرية وتطويرها في مجال التربية والتعليم في الآونة الأخيرة، نظراَ للتغيرات وللتحديات الكبيرة التي تواجه هذا القطاع الحيوي الآن، و لذلك أضحت الحاجة ماسة إلى التخطيط الاستراتيجي في هذا القطاع، لا سيما وأن منظمات التربية والتعليم هي أنظمة مفتوحة تتفاعل مع البيئة فتؤثر فيها وتتأثر بها في تحقيق أهدافها الاجتماعية والاقتصادية، وانطلاقاً من هذا فقد هدف البحث إلى إبراز أهمية التخطيط الاستراتيجي وتبيان دوره في تنمية الموارد البشرية، وتحسين كفاءتها وزيادة فعاليتها في عملية التنمية المستدامة.
ولقد توصلت الدراسة الميدانية على موظفي مديرية التربية بمحافظة البريمي في سلطنة عمان إلى أن التخطيط يساعد المديرية على تحديد رؤيتها المستقبلية وتحديد الأولويات وفق احتياجات الأفراد والمديرية والمجتمع.
The importance of Strategic planning and development has increased in recent years as an efficient means of developing human resources in the field of education field, due to the changes and the challenges facing this vital sector, especially that the education organizations are open systems that interact with the environment, affecting them and being affected by it in achieving its social and economical goals.
This research tries illustrate the importance of the Strategic planning and its role in developing the human resources and improving its efficiency in the process of continual development. The field study conducted on the employees of the Education Department in al-Breimi in Oman showed that planning has helped the managerial to specify its future vision and the priorities depending on the needs of its personal and society.
