دور نظام المعلومات في دعم خدمات الحكومة الإلكترونية في سورية دراسة حالة توزيع شيكات الدعم الحكومي لمادة المازوت في اللاذقية
Abstract
أدى ظهور ثورة تكنولوجيا المعلومات والاتصالات إلى إحداث تغيير جذري في آلية عمل المنظمات الحكومية. ففي السابق كان التفاعل بين المنظمات الحكومية التقليدية والمواطنين يتم في المكاتب الحكومية، أو من خلال استعمال الخدمات البريدية التقليدية. ومع ظهور نظم المعلومات، فقد أصبح بإمكان الحكومة تقديم خدماتها الإلكترونية في أماكن أقرب إلى المواطنين باستخدام الحاسوب الشخصي في المنزل أو المكتب، أو الأكشاك الإلكترونية. يهدف هذا البحث إلى دراسة دور نظام المعلومات في دعم خدمات الحكومة الإلكترونية في سورية، من خلال تحليل واقع ومشكلات حالة توزيع شيكات الدعم الحكومي لمادة المازوت، وجاءت النتائج كما يلي:
- غياب تطبيق الحكومة الإلكترونية في سورية، وانخفاض جودة الخدمات الحكومية.
- ترتبط الخدمات التي تقدمها المنظمات الحكومية في سورية مع مظاهر الروتين والبيروقراطية.
- هناك حالة من عدم الشعور بالرضا من قبل المواطنين تجاه بعض الخدمات الحكومية.
The rising of technological revolution of information and telecommunication, caused a radical changing in the operations of public organizations. In the past, the reaction between traditional public organizations and citizens was applied in public offices, or through the use of traditional mail services. But with information systems, the government has become able to give its electronic services in closer places to the citizens, through the use of PC at home or office, or electronic kiosks. This research aims to study the role of information system in supporting E-government services in Syria, through analyzing problems of distributing Public Support Checks for Diesel Material. And the results were:
- Absence of applying E-government in Syria, and reduction of governmental services quality.
- There is a correlation between public organizations services, and routine and bureaucracy.
- There is a state of dissatisfaction by citizens toward some governmental services.
