صياغة منهجية لتقييم وتحسين تموضع فعاليات الرعاية الصحية في محافظة اللاذقية
Abstract
يهدف هذا البحث إلى تقييم الإنتشار المكاني للمراكز الصحية في ريف محافظة اللاذقية، ووضع منهجية علمية لتوجيه نمو القطاع الصحي من خلال تحديد مواقع الاحتياج والكفاية لمراكز الرعاية الصحية الأولية تبعاً للانتشار المكاني للسكان ضمن هذه الأرياف بالاستعانة بتقنيات الاحصاء المكاني في نظم المعلومات الجغرافية GIS .
ولتحقيق هذا الهدف تم انشاء قاعدة بيانات مكانية تحتوي على التجمعات السكانية نقطياً ومراكز الرعاية الصحية الأولية (المراكز الصحية) مع أعداد السكان المخدمة من قبلها بالإضافة لمجموعة حقول حول مواصفات هذه المراكز من ناحية الملكية، المساحة الطابقية والكادر البشري والتي يمكن استخدامها في دراسات أخرى.
اختير ريف اللاذقية الشمالي كحالة دراسية لكونه الأفقر تخديمياً بالمراكز الصحية - وفق ما تم ملاحظته عند رسم خريطة توزع المراكز الصحية و احتساب نسبة (شخص/ مركز صحي ) بين أرياف محاقظة اللاذقية وفق مناطقها الأربع - بالإضافة لضخامة بيانات المحافظة ككل، وأجريت مجموعة من الاختبارات الكمية والمكانية في اطار قياس مدى عدالة توزيع المراكز الصحية تبعاً للانتشار السكاني وتحديد الاحتياج مع محاولة ايجاد توجيه مبدئي حول مواقع اقامة المراكز الداعمة وفقاً للتحليل الكمي والمكاني ومن ثم قياس درجة التحسن وفقاً لمؤشرات الدراسة.
نتيجة هذا البحث كانت توصيف الوضع الراهن لتوزع المراكز الصحية في ريف اللاذقية الشمالي وتحديد مناطق الضعف وعدم الكفاية مع اقتراح مراكز داعمة ووضع اسلوب استرشادي فعال لتقييم وتحسين تموضع فعاليات الرعاية الصحية الأولية في الأرياف.
The aim of this study is to assess the spatial distribution of health centers in rural Lattakia governorate and to develop a scientific methodology to guide the growth of the health sector by identifying the needs and adequacy of the primary health care centers according to the spatial distribution of the population within these rural areas using spatial statistical techniques in GIS.
In order to achieve this objective, a spatial database was created, including the population centers, the primary health care centers (health centers) with the population served by them, as well as a group of fields on the specifications of these centers in terms of ownership, floor space and human cadres.
A number of quantitative and spatial tests were conducted in order to measure the fairness of the distribution of health centers according to the population distribution and determine the need, while attempting to find an initial guidance on the locations of the supporting centers according to quantitative and spatial analysis And then measure the degree of improvement according to the study indicators.
The result of this research was to describe the current status of the distribution of health centers in the northern Latakia countryside, identify areas of weakness and inadequacy, propose supporting centers and develop an effective guideline for assessing and improving the placement of primary health care activities in rural areas.
