فاعلية عملية اتخاذ القرارات الإدارية لدى رؤساء الدوائر والشعب الإدارية في مديرية التربية في محافظة دمشق
Abstract
تهدف هذه الدراسة لمعرفة مستوى ممارسة عملية اتخاذ القرارات الإدارية لدى رؤساء الدوائر والشعب الإدارية في مديرية التربية في محافظة دمشق ، والتعرف إلى المعوقات والمشكلات التي تحول دون سيرها على الشكل المطلوب، كما تهدف للإجابة عن السؤالين التاليين :
1- ما هي درجة فاعلية عملية اتخاذ القرارات الإدارية لدى رؤساء الدوائر و الشعب الإدارية في مديرية التربية في محافظة دمشق.
2- هل هناك فروق ذات دلالة إحصائية في درجة فاعلية عملية اتخاذ القرارات الإدارية تعزى لمتغيرات (الجنس ، المسمى الوظيفي ، الخبرة )
ولهذا الغرض قام الباحث بتصميم استبانة مكونة من (20) بندا, وقام بتوزيعها على أفراد العينة .
وبعد تحليل النتائج باستخدام البرنامج الإحصائي (SPSS) وقوانين الانحراف المعياري وتحليل التباين، توصل البحث إلى أن درجة فاعلية عملية اتخاذ القرارات الإدارية لدى رؤساء الدوائر و الشعب الإدارية في مديرية التربية في محافظة دمشق جاء بدرجة عالية, كما وجد فروقاً لصالح الذكور و رؤساء الشعب الإدارية في درجة ممارسة عملية اتخاذ القرار، كما وجد أن من أهم المعوقات التي تواجه اتخاذ القرارات الإدارية في مديرية التربية في محافظة دمشق تتمثل في البيروقراطية والمركزية الشديدة وجمود القوانين واللوائح .
This study aims at identifying the level and extent of practicing administrative decision-making process by the administrative managers of departments and sections in the educational department of Damascus, identifying the obstacles which prevent the process of going ahead, and answering the following:
- What is the extent of activity of administrative decision-making process?
- Are there any differences with signs in the extent of practicing of administrative decision-making process related to (gender, employing name, administrative experience)?
The sample of the study consists of (38) administrative managers of departments and sections in the educational department of Damascus for academic year (2009-2010).
After analyzing the information by SPSS program, the results show that the extent of practicing administrative decision-making process is high, are more practicing of administrative decision-making than female.
