عوائد البترول العربي وآلية امتصاصها أمريكياً

Abstract

يناقش هذا البحث مسألة عوائد البترول العربي باعتبارها مسألة ترتبط ارتباطاً وثيقاً بعملية التنمية في الوطن العربي، وخصوصاً إذا علمنا أن نسبة صادرات النفط العربي تحتل المرتبة الأعلى في سلم الصادرات العربية، ولو استبعدنا الصادرات النفطية منها لهبطت نسبة الصادرات العربية إلى أقل من 10% مما هي عليه الآن.

كما يتناول البحث الأساليب والإجراءات التي تلجأ إليها الدول الصناعية وعلى رأسها الولايات المتحدة الأمريكية لامتصاص عوائد النفط العربي وانتزاع عنها هويتها القومية ودمجها ضمن رأس المال العالمي وإدارتها بواسطة مؤسساته.

وتنبع أهمية هذه الدراسة من محاولتنا جاهدين لطرح رؤية مستقبلية لسياسات بدائل استثمار الأموال النفطية العربية.

This study discusses Arab petroleum returns as being an issue closely associated with the process of development in the Arab World. This is so especially because petroleum comes at the top of Arab exports, and Arab exports would be 10% less than it is now if petroleum exports were excluded.

Moreover, the study deals with the techniques and procedures used by industrial countries headed by  the United States to absorb returns of Arab petroleum, denationalize them, reintegrate them into international capital market, and administer them through its institutions. To conclude, the study is a serious attempt on our part to present future alternative investment policies for Arab petroleum returns.
